With a friendly smile, Carmen Ortiz, 77, is often seen greeting visitors at the local gallery, Great River Arts in historic downtown Little Falls. Originally from Puerto Rico, she has made the city by the Mississippi River her home.
Looking back, Ortiz said she moved to Little Falls in 2005. Initially, she had planned to purchase a farm, but before the sale was finalized, it was discovered there were several issues with the farm house. Still needing to find a place to live, she asked the real estate agent she was working with to send her some photos of other houses for sale in the area.
